Description

The Black Rouge Power Proof Pen Liner is a liquid pen eyeliner that is waterproof and very long lasting. The ultra sharp tip is a velvet tip pen which allows for precision and even application of the colour.

The formula is a smooth liquid that is very opaque, dark and semi-matte. Perfect for everyday eyeliner or more dramatic wings.

Black Rouge has used polymers to help this eyeliner stay all day through oil and tears. It is important to store this liner horizontally so the tip can naturally re-saturate but not overfill.
